Yamhill Release Alerts Use VISOR
Oregon has replaced the older VINE and VINELink workflow with the Victim Information System in Oregon, known as VISOR. The free statewide system operates around the clock and coordinates information supplied by county jails, the Oregon Department of Corrections, local Community Corrections offices, the Oregon Board of Parole and Post-Prison Supervision, and the Oregon Youth Authority. In Yamhill County, that makes VISOR the right notification path for a named adult connected to the county jail, ODOC custody, or covered supervision.
VISOR has two related functions. It can display present custody or supervision information for a specific person, and it can send a notice when a participating agency reports a release, transfer, or other custody change. Registration is confidential. Phone, text, email, and TTY methods are available. The portal is not a historical archive of every Yamhill County release, and it does not issue official certified records.

Search Yamhill Release Status
Start with the most precise identifier available. Oregon VISOR accepts a full or partial name, an Oregon SID, or a County ID. Official instructions recommend the full first and last name. When spelling is uncertain, try the first three letters of each name separated by a space. A SID is usually the best state key because it reduces the chance of selecting another person with a similar name.

- Enter the full name, partial name, SID, or County ID.
- Compare identifiers and agency information when several results appear.
- Select the correct person and read the exact custody or supervision wording.
- Save the search time and named agency before acting on the result.
A name that does not appear is not proof of release. Check spelling, identifiers, the portal’s Offline Jails notice, and the timing of the last agency update. A fully discharged person may fall outside the current scope. If Yamhill County Correctional Facility was the last custodian, the county’s Release Office or Records unit can confirm whether the departure was release to the community or a transfer.
Yamhill VISOR Release Fields
The useful fields depend on the source agency and the person’s current status. Read them as a snapshot. Do not convert a supervision entry into a final discharge, or a custody-change notice into proof that the person walked into the community.

A Yamhill County jail entry and an ODOC entry answer different questions. The jail feed concerns local physical custody. An ODOC or Community Corrections record may remain after prison or jail release because the person is still under legal supervision. Oregon Offender Search can show Status, Location, and Caseload for current ODOC custody or current local supervision, but it is not a permanent discharged-person archive.

Register Yamhill Release Notifications
Registration begins only after the correct person has been selected. Current VISOR guest registration asks for communication methods, an after-hours choice, and a security question and answer. An account can make later changes easier, but guest registration is available for someone who does not want an account. Select more than one delivery method when a prompt notice matters.

- Create the required security question and answer, then complete registration.
- Keep contact information current and follow any confirmation prompts.

Those controls belong to the present system and should be followed instead of instructions from an older Oregon VINE brochure.
Legacy Yamhill VINE PIN
Older official Oregon material describes a four-digit VINE telephone PIN. That process is legacy, not the current VISOR guest workflow. Under the old automated-call system, a telephone registrant created a four-digit PIN. When a custody-change call arrived, the recipient listened and entered the PIN followed by the pound key to acknowledge the notice and stop repeat calls. Email registration did not use that PIN.
The legacy brochure also warned that a transfer between agencies could require a new registration. That warning helps explain why agency identity still matters, but it does not change the current steps. Present VISOR registration uses notification methods plus a security question and answer. Anyone seeing a current prompt should follow the live portal rather than forcing the old PIN instructions onto it.
Does current VISOR require the old four-digit PIN?
No. The documented four-digit PIN applied to legacy automated VINE calls. Current guest registration uses a security question and answer.
Offline Yamhill Release Feeds
VISOR can only relay the information it receives. Its Offline Jails area matters when a county feed is delayed or unavailable. If Yamhill appears there, a stale status or missing alert should be treated as a service limitation, not as evidence that an adult remains held or has been released. Save the notice and the lookup time, then move to the Sheriff’s own channels.
The county’s Adults in Custody product is also a current snapshot. It shows a last-updated time and may show a Scheduled Release value, but Yamhill County does not promise a fixed update cadence. The roster has no official 24-hour or 72-hour released archive. A VISOR alert and a roster change can therefore arrive in a different order. Call YCCF when the exact sequence matters.
One practical check is to compare three facts without blending them. The roster answers whether the person was displayed at the recorded lookup time. VISOR reports the current custody or supervision state supplied to the notification system. The YCCF movement or release record documents the actual local event. When those sources disagree, the agency record and receiving-custodian confirmation carry the most weight.
After a transfer, register again if the current portal or receiving agency requires it. The old Oregon brochure expressly warned that movement between agencies could break notification continuity. Current VISOR coordinates more Oregon feeds, but a person who enters federal custody remains outside its coverage. Follow the BOP or other receiving agency instead of waiting for an Oregon alert that cannot arrive.
Confirm Yamhill Release Alerts
A release alert means VISOR received and transmitted a reported custody event. It may arrive after an agency feed interval, and it may not state whether the person entered the community, transferred to another jail, moved to ODOC, or remained under supervision. Preserve the message time and agency name. Then contact that agency for the actual event.

For durable proof, submit a Sheriff records request for the existing booking or movement record showing actual release date and time, legal authority, and receiving agency. Federal custody sits outside VISOR. Use the BOP Inmate Locator for a sentenced federal person, including someone held at FCI Sheridan. A BOP result of “Released” or “Not in BOP Custody” still does not prove unconditional community release. ICE has a separate locator, and the U.S. Marshals Service has no public name locator.
Yamhill VINELink Search Limits
VISOR is current-status and notification infrastructure. It is not a release certificate, a jail movement log, or a permanent list of former inmates. The portal warns that information is updated periodically and identifies offline jail feeds. Agency reporting delays can place a notification and a live roster briefly out of sync. Neither interface should be treated as instantaneous.

When a Yamhill County name disappears, first identify the last custodian. Then pair the VISOR result with the jail, ODOC, court, BOP, or receiving-agency record that owns the event. That two-source check is stronger than any alert standing alone.
